Enabling an EPDC Splash Screen

Currently I am using MCIMX6D-SDP and IMXEBOOKDC4 to output to EPD.
OS: Android 7.1.1
Linux Kernel: 4.1.15
I'd like to create epdc_E060SCM_splash.bin, so I want to obtain ihex2bin.py script.

Because i.MX_Linux_Reference_Manual.pdf is indicated the following.
"2. Convert the ihex firmware file to a stripped-down binary using the script ihex2bin.py. Contact Freescale to acquire this script.
