Yes, NVCC_ENET and NVCC_RGMII can be attach both to the same power supply if the PHY that you are planning to use it is using the same power levels. It can be different since NVCC_ENET it is refer to the Ethernet Controller + Phy and NVCC_RGMII it is only for the Ethernet Controller no internal Phy to use.
