The refine to TV mode of R10.3.1 causes dual video function fail.
The attached patch recovers dual video function.
Attached dual_video.patch only work for RGB output (HDMI support).
For legacy TVout (YUV output), the extra patch is necessary, see the attached "legacy_tvout.zip".
