Problem with IR3565B on T4240RDB board

I see in the qoriq-tseries.pdf show the T4240RDB using IR3565BMFS01TRP to supply 1.0V and 1.5V for T4240RDB, so I bought exactly new IC IOR with partnumber IR3565BMFS01TRP, but when I solder to my custom board and original T4240RDB, in both cases, it does not work. But if I use the old IR3565B IC which is in the original T4240RDB then the power 1.0V and 1.5V is ok. My question is How to program to IR3565B?

The IR3565B Multiple Time Programming memory (MTP) is programmed in the IR3565B from the original T4240RDB board.

Use external I2C/SMBUS/PMBus programmer device for writing configuration of the IR3565B to the MTP memory.
