Which board you are using? Is it our EVB? Or your own prototype board? Have you ever get it to run?
When programming the MCU for the first time, secure debug should be disabled, and this error message is usually related to communication issues. Please verify that the chip is powered correctly and that you are using the latest version of the PEMicro plugin. To update, go to Help > Install New Software, then select the PEMicro page.
Also you there may be issues with PeMicro device (Multilink Universal), it should update it's FW.
