S32K3 Set ADKP issue

hello! I'm try to set ADKP with hse sync mode.when I start debug, app get stuck in function: Hse_Ip_ServiceRequest ->u32ElapsedTicks += Hse_Ip_MicrosToTicks_GetCounter_GetElapsed(0u, &u32CurrentTicks, CRYPTO_HSE_IP_12_OSIF_GET_ELAPSED_CALL).

how to fix it?

S32DS version: 3.6.4;

sry, I developed it on my own(code refered S32K3_HSE_DemoExamples_1_0_0), without basing on any example(new S32K312 RTD application project).
other service like crypto/read attr running good, but only ADKP can't set.
Can u tell me the conditions for setting ADKP? my debug tool is Jlink
