HSE_SignBootImage return HSE_SRV_RSP_INVALID_PARAM

Call the HSE_SignBootImage() function to obtain the GMAV value of the IVT, but it always returns HSE_SRV_RSP_INVALID_PARAM 0x55A5A399UL. I have already set the ADKP, disabled the cache, and aligned the variables ivt_tmp and gHseSrvDesc with 16 bytes. How can I solve this problem?
