Keil MDK has this SDK installed as part of the S32K-144 Software Pack: See attachment.
All you need to do is click on the component you want and it is inserted into your project along with any other files needed.
We are working on S32K-148 at this time.
The eval version of MDK can be used to evaluate and use the SDK (for < 32K).
