CPU choice for video phone application

Can anyone suggest which CPU is cost effective for a full-duplex video phone (1:1, not a conference) at 320x240 resolution? The application is not mobile but communication is over 802.11. The OS is Linux and needs a SOC with USB, LCD controller, camera, etc. If the CPU has enough horsepower for video phone it can do the other things it needs to do without problem.

I'm having trouble optimizing CPU cost plus CODEC license fees.

I think the i.MX family multimedia processor could be the right choice for embedded video application, you can find all stuff you need, USB OTG, LCD controller, CCD sensor interface, video stream encoder, ethernet, and more, and linux BSP's...
