FMAN requires special shutdown procedures to properly deallocate
all resources it was using. If the main kernel crashes, and the state
is lost, there is no way to shutdown FMAN properly, a hard reset is
required. A new attempt to initialize FMAN without
prior shutdown is likely to cause erratic behaviour. The suggestion
here is to completely remove DPAA support from the secondary kernel.
