I would like to ask about the meaning of the suffix ‘F4 ’and‘ 5 ’of PCF8583T/F4 and PCF8583T/5. Are the two part number different in origin and environmental protection packaging? Are there any differences in function? Can they be replaced?

there is no technical, nor function difference between the part numbers PCF8583T/F4 and PCF8583T/5. You can replace one for another.
