Thanks for your document. It is very interesting.
According to your document (https://www.nxp.com/docs/en/user-guide/UM10204.pdf) the 10µA current is not the correct answer.
I think, the max current is specified in the chapter 7.1, equation 2 when the Rp(min) is calculated. Rp(min) needs max current according to this equation and this current is specified in the chapter just above.
Please, may it possible you confirm?

The maximum current drawn by SDA and SCL pin of the PCF8523 IC does not seem to be characterized, however, this should be the same for all the I2C devices, in the I2C specification (https://www.nxp.com/docs/en/user-guide/UM10204.pdf), you can find the SCL and SDA characteristics, specifically, I recommend you to check the Table 9 on page 47, where it is stated that the max SDA and SCL input current is +10uA under the specified conditions.
