LX2160 PDN Analysis

Hi, We need to perfrom PDN simulation(Capacitor Verification) for LX2160 processor. Is there any documents(Target Impedance values) regarding it for reference.

Image from AN5407 In the AN5407 this image is displayed. There is a horizontal line at 1mOhm and a vertical line at 10MHz. Does this mean that the PDN of the PCB needs to be below 1mOhm only up to 10MHz?
