$2003 error during download using cyclone max

I  develop Wireless Charger(MWCT1003A)

I get a $ 2003 error during download using cyclone max.

I know it is Erase Failure.

Do I need to add a sequence when creating an SAP file?
Now we are making CM-SS-EM-PM-VM sequence.
