NCJ29D6 SWUP process

I'm developping the programmer to accomplish update NDP via SWUP. I send 0x2e78 and 0x21 to REQUEST and CSW. But I can not get SWUP state via phscaApi_Swup_GetState api. Is there any details about how to activate the SWUP?
