问你几个问题：
1. 你的芯片是否是第一次使用，完全新的芯片，没有烧过任何的代码？
2. 你是否使用示波器去测试reset引脚的波形，是否是锯齿波？
3. 你的reset引脚是否上拉4.7K 到10K的电阻，对地0.1uf电容？
如果上面都确认是对的话，那么你目前芯片是正常的，我不知道你的1.6V是怎么测试的，或许是直接万用表测试直流电压，这样你的引脚如果是锯齿波的话，这样的电压是算正常。
现在再说下新的芯片没有烧过代码，那么reset引脚会一直产生一个锯齿波，等你烧完代码之后，这个引脚电平就会一直为高正常了。
