SL3S4011 change config datasheet error?

In SL3S4011 datasheet at paragraph 10.3 there is the change config command exemple. Is the a bit map error for the exemple "E.g., sending 0000 0000 0000 0000 1001 XOR RN16 will activate the EPC Read Protect and PSF bit" ? The bit map does not match...

What should we send for the handle value? I seek for the handle word in the datasheet and I did not find any explanation...
