how to program a binary file into MPC5674F'S internal flash

I've made a binary file(*.bin) using another compiler which is compatible with the GNU, but when using the PEMICRO-jtag to download the binary into the mpc5674f's internal flash ,the tool doesn't allow me to do so by using the "DATA_LOAD" command ,I don't know what's wrong with it. I would appreciate it if anyone can explain the reason or offer me some other ways to program the binary file into the mcu's internal flash. 

NOTE: not an elf because the tool is ok with the codewarrior's elf output file.
