MPC5748GS read protection issue

Hi.

I am using MPC5748G and i have read part of MPC574xG Security Reference Manual.

I found the Truth Table  for Flash Memory Read protection at Table 8.

According the Table, It is possible to read flash memory which is censored, 'Blocked' in 'Main Debug Enable' in OEM Production / In Field.

I guess read should be blocked when 'Main Debug Enable' input is 'Blocked' because Debug has blocked. 

Is 'Blocked' a different meaning than blocking debug?
