MPC561CVR40 Start-up issue

Hi,

I met some issues with 20% of MPC561CBR40 Microcontroller on production cards

The MCU can't start.

The CLKOUT= 20MHz and should be equal to 40MHz.

Could you hepl me to find the root cause of this issue ?

For information, the issues appeared with date code from 2018
