MPC5606S Minimum PowerUp Requirements

Dear Ladies and Gentlemen, 

I need to exchange the MCU of an existing board, cause the original MCU is dieing the heat-death.

It is MPC5606SVLU

When I place the new MCU, I can see every powersupply is available on the MCU and the internal 1.2V regulator of the MCU is working well. 

My Oscillators, the main oscillator as well as the rtc oscillator, are not running, RESET is high. 

Depending on that, I am not able to flash it with JTAG. 

Is there a documentation of the minimum powerup requirements of this chip, so I can figure out what is going wrong? 

I wanted to try to programm it with XPC560SKIT176S, but this is not available for me now.

Crystal circuit should be as follows (AN4719), especially check VREG_BYPASS pin connection (it must not be floating.
