This apparently tool for ECU programming. I would recommend to contact its manufacturer.
I am afraid I cannot help better way.

USB-ML-UNIVERSAL-FX should be capable to flash it using their own programming SW.

I would recommend to consult with PeMicro support:
https://www.pemicro.com/support/index.cfm
Historically it is supported by following Codewarrior version
https://www.nxp.com/design/design-center/software/development-software/codewarrior-development-tools...
and CodeWarrior USB TAP BDM probe.
However this environment requires using of Windows XP or older.
