I am designing a  new hardware using LS1046a.Now I am interfacing ddr4 with processor. I have few doubts regarding the VTT terminations.:

1) Can I use the decoupling capacitors as in attachment (reference board)?

2) or I have to use as specified in micron design rules of decoupling capacitors as: Use at least one low ESL cap or two standard decoupling caps for each four pack resistor network, Use at least one 4.7 µF cap at each end of the VTT island , Ensure the VTT island is properly decoupled with bulk decoupling. At least one bulk cap (47–220 µF) capacitor should be at each end of the island.

3) If it is specified as question 3,the  ho the circuit looks like?

4) which resistor and capacitor to use for MCK termination?

You can use the RDB as a reference. you may also take Micron design rules in consideration. also there is an application note for DDR4 AN5097 that you can use to determine the VTT decoupling caps and more.
