How to set Mlx_R_MAX parameter in LS1046A?

There is not clear information about how to set "Mlx_R_MAX“ parameter in  "Section "9.6.8.2 Regulation based on outstanding transactions"  in LS1046ARM.

"Table 9-4. Slots reserved for high and medium priority traffic in each master interface" mentioned "Read tracker size, as determined by the Mlx_R_MAX parameter" and list different "Read tracker size".

"A read request with a QoS value in the high priority group is stalled for a cycle because the read transaction queue is full. Increase MIx_R_MAX to avoid this stall." CCI-400 Cache Coherent Interconnect Revision: r1p5 Technical Reference Manual.

Here are the values set in LS1046A:
MI0_R_MAX --> 32
MI1_R_MAX --> 32
MI2_R_MAX --> 16
