If we cut apart the lpcxpresso board, can we plug in the mbed board and used the lpcxpresso debug tools and treat the mbed as just another lpc1768 board?

The mbed board does not have debugger connections on it, so it cannot be connected to an external debugger such as the LPCXpresso LPC-LINK. However the LPCXpresso IDE can generate binary files which can be programmed into the mbed board over the USB connection.

You can't access the JTAG pins on the mbed as they are used by the 'magic' chip to program the LPC1768 on reset of the mbed

You can cut apart the LPCXpresso board and use the LPC-LINK section with most LPC1768 development boards such as the RBD1768 from Code Red as long as you stay within the 128KB flash usage limit. In theory one could use the mbed board, but the mbed board does not have the JTAG/SWD signals brought out to the DIP pinout.
