Rowley CrossWorks allows you the simulate the core and peripherals of the LPC1769 - as well as Atmel SAM, Energy Micro, FreeScale Kinetis, Nuvoton, other NXP, STM32F, Texas Stellaris and Toshiba MCU's.

What part of the chip do you wish to simulate?
Just the core (i.e. registers) or peripherals?
