I have just installed LPC Xpresso v7.4.0_229
I have been using v5.2.6_2137
I am using LPC_Link and LPC11U35

First problem was incompatible launch configuration
I deleted the launch configuration files.
They were rebuilt OK I guess.
Now I get the following error

connect timed out
Cannot connect to the server process: redlinkserv.exe(port:3025)

I have gone back to the old version of LPC Xpresso and it works fine.
No problem with the hardware.

So as already stated, Windows XP is no longer a supported platform.

However as it appears that your issue is related to LPCXpresso scanning your system to find LPC-Link2 and CMSIS-DAP probes, and you are using an LPC-Link1, then you could try disabling the use of these probes in your workspace settings:

Window -> Preferences -> LPCXpresso -> Debug Emulator Selection

This might then allow you to proceed.

Note that we would not recommend sharing the same workspace between v5 and v7. Create a new workspace for v7 and import your old project across…

v7.4 is not supported on Windows XP. The last version that was supported on XP was v7.0.2

This is the older LPC-Link
I have unplugged and plugged multiple times.
I have cycled power on the target
I have rebooted the windows XP system.
Keep getting the same error.

Can you confirm which Debug probe you are using - LPC-Link (part of the original LPCXpresso v1 boards) or LPC-Link2 (http://www.lpcware.com/lpclink2)

If you ARE using LPC-Link2, note that LPCXpresso v5 boots a completely different debug driver firmware into the LPC-Link2 device. The version used in v5 is incompatible with that used in v6 or v7 of LPCXpresso. So, if you are switching from v5 to v6/v7 of LPCXpresso, you must disconnect and reconnect LPC-Link2 before starting a debug session. This will allow the correct version of the firmware to be loaded.
