can't debug QEI module

I can't debug QEI module because this problem.Please,Everybody can help me?
And in sample code of LPC doesn't have example about this QEI module.Everybody who work with it,please show me a link or send me your sample project.thanks you very much

Have you turned the power on for the QEI peripheral? PCONP bit 18.
