Red Suite 4 JTAG configuration

I am using Red Suite 4 to debug a LPC2368 target. When I attempt to download the software to the target I get the following error in a JTAG Configuration popup.

IR Length required.
TAP Id = 0xfffffffe
IR Length = ?

When I click "Edit JTAG configuration" on the Debugger tab in the Debug Configurations window, I get "No JTAG targets found".

Any suggestions on what I'm doing wrong?

Do you have multiple devices on the scan chain?
