OpenLPC LPC1769 I2C 24C04 reads only 0xFF

Hello All,
I have connected an 24C04 to LPC1769.
Most of code it's in fact from thread : https://www.lpcware.com/content/forum/simple-example-lpcopen-i2c

It's fairly simple.

One big issue : it reads only 0xFF.

I have tried to add delays or other things but no success.
Any hints are wellcome !

Having at hand only : Chip_I2C_MasterSend and Chip_I2C_MasterRead my mind was confused about eeprom reading !
Your post was very explanatory ! More than code explanation provided by NXP.
