NXP ATOP : Telematics On-board unit. Purchase/Support?

Hi guys,

I would like to investigate the NXP ATOP Telematics on-board unit at a hobbyist level. But unable to find any source to purchase the chip/dev kit.

Much appreciation would be given if someone could give more information about this product, whether it would be available to hobbyist. Or a link to where to purchase the chip(SWEET!). :)
