If you purchase an LPCxpresso IDE Pro Edition license now (the current IDE version is 7.9.2), then this will still enable the next major LPCXpresso release when this becomes available.
At the current time, the LPCxpresso IDE Pro edition offers the following features over the Free Edition:

[*]No project code size limits when debugging your application (vs 256KB limit in the Free Edition).
[*]Enhanced trace and profiling features (as detailed in the LPCXpresso IDE User Guide).
[*]Technical support: one year of email ticket-based support from NXP engineers in addition to free Forum-based support

And yes - the Pro Edition license is a perpetual one. You will be able to continue using the tools at the end of the one year period.
