LPC1114 Board Target portion available seperately?

I have an LPC1114 Rev A card.  The target portion of this card has just the proc and the xtl, so it should be considerably cheaper to produce than the whole card.  Is this portion of that card available as a separate product to buy?

Alternately, is there available any general purpose target board of this type to take that processor, with all the pins brought out and some breadboarding area on board?

I started designing something along those lines when I first got my LPCXpresso board, but didn't get round to finishing off the PCB layout. Here is the schematic:
