LPC1113 Board Bring Up Issue

Is there any hardware configurations needed to bring up my LPC1113 board with the chip directly from factory and never been programmed before? I'd pull-up both PIO0_0 (RESET) and PIO0_1 pins but I measured there is no frequency over the XTALIN pin.

No :)

If it's new it's starting in ISP mode with 12 MHz Internal RC oscillator (IRC) .
