AFX Load Utility?

Sorry, I meant AXF Load Utility.

Is there any way to load a <project>.AXF file (or some other objcopy format for an old CodeRed project build) to an LPCXpresso board via USB without using the CodeRed IDE's "Debug" command?  Such as a command line program, CodeRed IDE command, or separate Windows application?

There is a flash programming utility built into LPCXpresso. It can be found on the icon bar. It looks like a chip.
