cr_startup_lpc176x.c is the entry point and startup file for LPCXpresso IDE only. When you use the LPCXpresso 'New Project" wizard, it is created automatically for you. If you are not using LPCXpresso IDE, you will need the startup file for the toolchain that you are using.
