Just to be sure, did you look in the following path?
C:\nxp\MCUXpressoIDE_10.3.0_2200\ide\plugins\com.nxp.mcuxpresso.tools.bin.win32_10.3.0.201811280239\binaries
Are you working on MCUXpresso? Could you try reinstalling MCUXpresso and check if this solves the problem?
