Am I correct in reading the LPC824 datasheet that the WKTCLKIN pin in unavailable on the TSSOP package?

This would also infer that there is no way use an external clock in deep-power-down mode on the TSSOP package...which means the only option for the clock in deep-power-down on the TSSOP is the sloppy 10khz low-power oscillator and there's really no way to maintain decent timing and use the deep-power-down mode (like an RTC).

Your understanding is correct. UM Section 6.3.1 has a "Remark" on this clarification:
The external clock input WKTCLKIN on the wake up timer is not available on the TSSOP20 package.
