Starting with Keil MDK 5.31, a MDK Pro license will not be needed for Armv8-M (Cortex-M23, M33, and so on).
Other versions of MDK will work with these TrustZone processors.
Even MDK-Lite (the evaluation version) will work to 32K.
MDK 5.31 is expected to be released early July 2020.

You need professional Keil version to compile it.
