The manual says: ETCP: External timestamp prescaler value. The HCLK is divided down by the prescaler
value plus 1 to clock the external timestamp counter. 

What is HCLK?

Regarding your question, HCLK is the main clock of your board, so this one is divided by the prescaler value plus 1 to determinate the clock for the external timestamps counter.
