LPC54608 PIO3_10 pull up

When resetting,is GPIO pin PIO3_10(port3 bito10) in the pull up state?

Please refer to attachment.

It isn'tsetting pull up by  the data seat.

It's setting  pull up by the user's manual.

Which is right?

I checked it by an evaluation board.

 The port is high when open state.

So I think Pull up is enable.
