LPC540xx/LPC54S0xx Jtag Boundary Scan

Hi All,

     I want to run Jtag boundary scan on LPC540xx/LPC54S0xx. Which Jtag boundary scan tool will work for the "LPC540xx/LPC54S0xx". Also, do I need to use pull up/down resistors on the PCB design?
