Hi,

read the User manual of theLPC23XX family at "Chapter 32: LPC23XX EmbeddedICE logic"

You will find a detailed description of all the JTAG pins.

Practically speaking, your board needs ONLY a pull-down resistor of 1k to 47 k on the JTAG_TCK pin
