Dump the code in lpc2368 in keil Software using ulink pro and JTAG cable

While I am trying to dump the code in Lpc2368 in keil software by using JTAG cable and Ulink  pro I got the error as"ARM DEVICE COULD NOT STOP" Can anyone have solution for it?
