Can I only use the M0 core with LPC54114?

I found many examples about how to use dual cores. But no one said how to only use the M0 core to work. Is this possible?

The LPC5411x is intended for the M4 to release the M0+ since the M0+ is primarily there as a slave core, so the examples are geared up for this.

If you are looking for an M0+ only device with the same / very similar peripherals I'd suggest using the LPC51U68, which is a lower cost.
