KV1x and KV3x still there. So why KV4x was expelled? Does the Freescale dropped to put this chip into production?

Because KV4x devices are updated during the preparation of KSDK 1.3 release, there will be a 1.3 based standalone version for KV4x device in the future, Thanks for your patience!

The Freescale Kinetis SDK_1.3.0 standalone for KV4x MCUs via TWR-KV46F150M is available on www.freescale.com . The Download button lead you to the Kinetis SDK Flexnet.
o Installers are in “KSDK v1.3.0 Standalone releases” item:

MQX™ RTOS support for the TWR-KV46F150M Freescale Tower System module.
