Reset pin voltage of microcontroller

Hi,

I'm using a kinetics microcontroller with part number MK61FN1M0VMJ12. After powering the device, I'm getting about 1.1V across the RESET Pin which is neither high ( 3.3V) nor low. Please let me know whether this is the expected voltage when the device is not programmed.

The the waveform on RESET_b Pin may seems periodic oscillation if the device is not programmed.

You can check the circuits according to the "2.1.3.4.1 RESET_b and NMI_b" of KQRUG.pdf
