I need clock the FTM with an external clock that is driven off of a magnetic pickup mounted to a shaft of a motor.  This motor rotates from  equal to 0 rpm to 4000 rpm.

In theory it is infinite, for your specific case I don't think you will face any problem using your clock source (4,000/60=66.66Hz).

Thanks Pedro,  I am mostly concerned about the ability of the clock to function from 0 rpm and up from there.  So if the FTM can be clocked at very low frequencies then I could use this board.
