This might be caused by the network issue. I have seen similar message on my machine too, and I tried several minutes again and it worked.

as a heads up: there is a known issue (and workaround) if you try to update the GNU ARM Eclipse plugins, see Unable to Debug after KDS Update
As for your specific problem: can give a try de-selecting 'check all update sites' check box?

And again: for now I would not update the GNU ARM Eclipse plugins.
