Why is my drone flying slowly sometimes? Seems to occur at low altitude only (< 2m)

I was practicing in the back field in stabilized mode. Sometimes the drone will flying very slowly relative to earlier in the flight timeIt seems like the drone flies <2m/s when at a heights somewhere below 2.5m.

You can disable it by setting MPC_LAND_VEL_XY to a really high value e.g. 100.
